The Holland Tunnel passes under the Hudson River connecting New York and New Jersey with twin vehicular bores constructed in 1920. The tunnel is about 30 feet in diameter and 8,000 feet long, and was constructed using segmented steel panels. The Port Authority of New York and New Jersey plans to seismically retrofit the tunnel with four ventilation buildings. Large segments of the tunnel run through silty soil about 50 feet below the bottom of the Hudson River. Three of the ventilation buildings are supported on spread footings while the other is on concrete piles.
Inertial response of the ventilation buildings causes stress concentrations at the interface between the ventilation structures and the tunnel. EMI's task was to perform a seismic vulnerability study of the submerged tube/vent structure.
Due to lack of a tunnel-specific seismic design standard and code in the NY/NJ areas, EMI developed project-specific seismic design criteria for the tunnel. Seismic tunnel performance was studied using non-linear time-history site-response analyses including tunnel-building-soil interaction effects. Ovaling deformations were examined using transverse models. Axial and curvature deformation was evaluated using a longitudinal model of the tunnel and four ventilation buildings. Because of the lack of adequate subsurface data, parametric studies of the tunnel models were performed to bound the possible solutions.
